I know I use a Warpcore Stabilizer to counter a Warp Scrambler, but how do you counter things like Stasis Webs? (Skill, Module, etc)

Thank you. Do NPC Pirates use EW at all? (jamming, scrambling, etc) and if so... what Skills do I need to counter it? I'm not thinking of using EW against *them*, just using it to prevent them messing *me* up

Is it worth investing in Electronic Warfare? I'm a Miner/Drone addict, and would like to try mining in 0.4 Solar Systems. Would EW be useful against the nastier NPC Pirates? Survey and Warpcore Stabilizers don't need EW, only things I've used...
